General Contractor in Castle Rock
Castle Rock runs its own building division, adopted the state wildfire code this summer and writes a water budget into every new yard. A project here is planned around all three.

General Contractors Denver is a general contractor in Castle Rock for homeowners, developers and business owners building new homes, additions, renovations and commercial space. Castle Rock sits where I-25 meets State Highway 86, about 28 miles south of downtown Denver and 37 miles north of Colorado Springs, a few miles east of the Rampart Range. It is the county seat and the most populous municipality in Douglas County, and it runs its building program its own way. That is the first thing we plan around.
Castle Rock writes and enforces its own codes
Permits inside town limits come from the Town of Castle Rock Building Division, part of Development Services, not from Douglas County. For new submittals the Town has adopted the 2024 International Building, Residential, Plumbing, Mechanical, Fuel Gas, Fire, Existing Building and Swimming Pool and Spa Codes, the 2026 National Electrical Code and the Model Colorado Electric Ready and Solar Ready Code, with local exceptions in Title 15 of the Municipal Code. The energy code is the 2021 edition, not 2024, which is worth knowing if your architect has been designing to a newer energy standard somewhere else.
| Criterion | Code | Edition in Castle Rock |
|---|---|---|
| Building and residential | 2024 IBC and IRC | Local exceptions in Title 15 |
| Energy | 2021 IECC | One cycle behind the building codes |
| Electrical | 2026 National Electrical Code | Plus the Electric Ready and Solar Ready Code |
| Wildfire | 2025 Colorado Wildfire Resiliency Code | In effect since July 1, 2026 |
The Building Division also lists building use tax, contractor registration and a re-roof checklist among its requirements. Fire protection inside town limits comes from the Town's own Castle Rock Fire and Rescue Department.
A wildfire code since July 2026
Douglas County calls wildfire the most prominent natural disaster in the county and points out that even planned suburban communities such as Castle Rock have larger lots with significant, continuous vegetation close to homes. The Town adopted the 2025 Colorado Wildfire Resiliency Code, which took effect on July 1, 2026, alongside its other code amendments that took effect June 30.
Every new yard comes with a water budget
Castle Rock Water's ColoradoScape ordinance, No. 2022-025, applies to homes permitted and built after January 1, 2023. Those homes get no turf in the front yard and no more than 500 square feet of turf in the back. The Town reviews builder landscape plans, and those plans set the home's water budget. Changes to a builder's preapproved backyard design on a lot without existing landscaping need Town approval before work starts, which can take up to 10 business days, and some HOA communities such as Macanta require Town preapproval and inspection too.
For a new home or a major addition, that means landscape design is part of the permit package, not something to sort out after the certificate of occupancy. We bring it into the schedule with the site plan.
Historic downtown and the Craig and Gould neighborhood
The Historic Preservation Board, created in 1995, reviews new buildings and alterations in the historic downtown area, roughly east of I-25, west of Gilbert Street, south of Wolfensberger Road and generally north of South Street. It also reviews new construction and design renovations in the Craig and Gould neighborhood. The Town's Castle Rock Style publication guides that work. On a downtown storefront or an older house in Craig and Gould, board review sits ahead of building plan review, so we design to the guidelines from the first sketch.
Where a Castle Rock project starts
If It is a new home or an addition that changes the yard
Then Build the landscape plan and its water budget into the permit package.
If The property is downtown or in Craig and Gould
Then Start with Historic Preservation Board review and the Castle Rock Style guidance.
If The lot backs onto open space or heavy vegetation
Then Specify to the 2025 Colorado Wildfire Resiliency Code from the first drawings.
If The work is a re-roof after hail
Then Use the Town's re-roof checklist and permit, with a registered contractor.
What we build in Castle Rock
Our Castle Rock work covers new homes and additions, custom homes on larger lots, and commercial buildings and tenant spaces along the I-25 corridor and downtown. The ground deserves attention on every one of them. The Colorado Geological Survey maps potentially swelling soil and rock along the whole Front Range corridor, and East Plum Creek and its gulches, including Hangman's Gulch, shape drainage across town. Colorado's health department also links radon from the soil to about 500 lung cancer deaths a year in the state. The geotechnical report and a radon plan come before the foundation design.
The bottom line
- Castle Rock issues its own permits and has adopted the 2024 codes with the 2021 energy code.
- The 2025 Colorado Wildfire Resiliency Code applies to submittals since July 1, 2026.
- Homes permitted after 2023 get no front lawn and a capped back lawn under ColoradoScape.
- Downtown and Craig and Gould work goes to the Historic Preservation Board first.

Building in Castle Rock: common questions
Who issues building permits in Castle Rock?
The Town of Castle Rock issues its own permits through the Building Division in Development Services. Douglas County does not review projects inside town limits, which is why the Town's code adoptions and local exceptions are what apply.
Which codes does Castle Rock use?
For new permit submittals the Town has adopted the 2024 International Building, Residential, Plumbing, Mechanical, Fuel Gas, Fire and Existing Building Codes, the 2021 International Energy Conservation Code, the 2026 National Electrical Code and the 2025 Colorado Wildfire Resiliency Code, with local exceptions in Title 15 of the Municipal Code.
Can a new Castle Rock home have a grass front yard?
Not if it was permitted after January 1, 2023. Castle Rock Water's ColoradoScape ordinance allows no turf in front yards and no more than 500 square feet of turf in back yards on those homes, and the Town reviews builder landscape plans that set the home's water budget.
Do I need approval to change a builder's backyard landscape plan?
Yes. Changes to a builder's preapproved backyard design on a lot without existing landscaping need Town approval before work starts, which can take up to 10 business days. Some HOA communities, such as Macanta, also require Town preapproval and inspection.
Does historic review apply to my Castle Rock property?
It applies to the historic downtown area and the Craig and Gould neighborhood, where the Historic Preservation Board reviews new construction and alterations. The Town's Castle Rock Style publication guides that design work.
