General Contractors Denver is a general contractor in Windsor, Colorado, building new homes, additions, basement finishes and commercial projects. Windsor sits in Weld and Larimer counties at about 4,797 feet, with the Cache la Poudre River along its western and southern sides and Windsor Lake and Main Park near downtown. The Town updated its codes at the start of 2026 and changed several permit rules over the year, so the first thing we confirm on a Windsor project is which rules attach to it.

2024 codes and master plans

Windsor adopted the 2024 International Codes with an effective date of January 1, 2026. All new building plans, including master plans and energy code submissions, are reviewed under them, and the 2025 Colorado Wildfire Resiliency Code took effect in Windsor on July 1, 2026. The Town also posts a 2023 National Electrical Code adoption letter among its permit requirements.

The master plan rule matters most to production and semi-custom homes. New master plans must be reviewed and approved under the 2024 codes, and existing master plans cannot be revised. Basement finishes must be on a separate permit. A plan approved under an older code is not a template for changes, so a new or modified design goes through review as a 2024 plan.

How a Windsor permit runs

The Windsor permit path
CriterionStepHow it works in Windsor
ApplicationCommunity Core online systemCommunity Development, 200 N. 11th Street
LicensingNo Town contractor licenseState licenses for electrical and plumbing
Fire impact feesPaid directly to Windsor-Severance Fire RescueWithin 30 days of issuance, permits from June 26, 2026
InspectionsRequested through SAFEbuiltNot through the Town office
Expiration180 days without starting workOr work halted for 180 days

Two of those catch people out. The fire impact fee is a separate payment to the fire district with its own 30 day deadline, and a permit expires if work does not begin within 180 days or stops for 180 days. On a project waiting on long-lead materials, we keep inspections moving so the permit stays active.

Tornadoes, hail and the Poudre

Windsor has a severe weather record of its own. On May 22, 2008, an EF-3 tornado with estimated peak winds of 165 mph tracked nearly 39 miles across Weld County, causing pockets of EF3 damage to businesses and homes in eastern Windsor, with one death and 78 injuries. The Colorado State Library, citing Colorado Climate Center records, notes frequent summer hail along the Front Range and the largest hail in the eastern half of the state. And the Cache la Poudre runs along the town's western and southern sides, so sites near the river begin with the floodplain map.

Planning a Windsor project

  1. If You want to modify an existing master plan

Then Submit it as a new master plan for review under the 2024 codes.

  2. If The project includes a finished basement

Then File the basement finish as its own permit.

  3. If The permit is received on or after June 26, 2026

Then Pay the fire impact fee directly to Windsor-Severance Fire Rescue within 30 days.

  4. If The site is near the Cache la Poudre

Then Check the floodplain map before site design.

Flatwork and soils

Windsor Municipal Code Section 18-3-10 (27.8) requires a soil compaction affidavit for concrete flatwork, which means driveways, patios and walks are documented, not assumed. That fits the ground here: the Colorado Geological Survey maps potentially swelling soil and rock across the Front Range corridor and recommends site-specific testing to confirm conditions on a given lot. Our foundations and flatwork follow the soils report and the compaction testing it calls for.
